Introduction and Background
Thank you for your interest in Tusk/Montgomery Philanthropies’ (“TMP”) grant program.
TMP is a non-profit dedicated to reducing hunger in the United States by running campaigns in cities and states to increase government support for food stamps, school breakfasts, and other programs dedicated to ensuring that those who need food get food. Like our sister companies Tusk Strategies and Tusk Ventures, TMP focuses on achieving its goals primarily through effecting regulatory or legislative change. TMP is young, but has already initiated several hunger-related projects that have unlocked value in multiple states.
The goal of this grant application is to identify organizations that that are smart, aggressive, and want to produce political and policy change to reduce food insecurity. We are seeking applicants who believe they have a realistic opportunity to change a law or regulation in the next year at the state or local level that would significantly reduce hunger in their community.
We envision our work with grantees as a partnership. You have the experience and skills necessary to end food insecurity in your community, and you know the regulatory roadblocks that make it hard to meet that goal. TMP will provide grantees with the resources to pursue campaigns to enact new legislation or regulations that overcome those roadblocks and allow you to do your job more effectively.
TMP will provide grantees with in-kind public affairs services, grassroots advocacy strategies, and media and research assistance that we collectively believe will help achieve the policy changes you identify. In addition, TMP may leverage its existing relationships with national anti-hunger partner organizations, where necessary, to provide technical assistance, messaging, grasstops engagement, and other relevant support to the grantee. TMP may also retain outside vendors (such as lobbyists, media firms, or polling firms) if TMP, in its sole discretion, deems such assistance necessary to the success of the initiative. In addition to in-kind support, TMP anticipates providing a one-time capacity grant (of up to $25,000) to support the grantee’s staff time devoted to the initiative.

Rules and Guidelines
Eligibility: Both taxable and tax-exempt organizations are eligible to apply. Non-U.S. organizations may apply, but the primary focus of the grant-supported work must be in the United States. Organizations may submit more than one proposal for distinct projects.
Timeline: Applications for funding should be submitted no later than June 30, 2017. After applications are reviewed, finalists will be contacted to schedule a follow-up phone call. Finalists may be required to submit additional information regarding their application upon request before a decision is made. Grant decisions will be made by August 15, 2017.
Grant Period: 12 months.
Evaluation Criteria: Submissions received by the deadline will be evaluated on the criteria listed below. If TMP determines that none of the Applicants satisfy its criteria, it may choose, at its discretion, not to award any grants.
Alignment with TMP’s mission
Viability and achievability of the proposed solution and grantee’s ability to follow through
Proven history of success in efforts to reduce hunger
Existing relationships with other advocates in the community

Terms and Conditions
All grant awards will be contingent upon execution of a definitive grant agreement.
This grant application is not an offer to contract or enter into a funding agreement. TMP assumes no responsibility for Applicant’s cost to submit an application. Until a written grant agreement is fully executed, TMP will have no obligations to any Applicant.
As a general policy, TMP does not publicly disseminate or publish proposals or supporting information related to grant applications. However, to help TMP with its review of applications, TMP may disclose proposals, documents, communications and associated materials submitted in response to this grant application (collectively, “Submission Materials”) to its employees, consultants, independent subject matter experts, and potential co-funders. Please carefully consider the information included in the Submission Materials, as TMP is under no obligation to treat such information as confidential.
Applicant agrees that TMP may, in its sole discretion, (1) amend or cancel the grant application, in whole or in part, at any time; (2) extend the deadline for submitting responses; (3) determine whether a response does or does not substantially comply with the requirements of the grant application; (4) waive any minor irregularity, informality or nonconformance with the provisions or procedures of the grant application; (5) issue multiple awards or no award at all; (6) share responses generated by this grant application with TMP staff, consultants, subject matter experts, and potential co-funders; and (7) copy the responses.
Applicant agrees not to bring a legal challenge of any kind against TMP relating to TMP’s selection and award of a grant or contract arising from this grant application.
This grant application is made with the intent to identify organizations to build solutions as described herein. TMP will rely on each Applicant’s representations and consider them to be truthful as described. TMP also assumes it can be confident in an Applicant’s ability to deliver on the activities described in this application. Applicant represents that it has responded to the grant application with complete honesty and accuracy. If facts provided in Applicant’s response change, Applicant will supplement its response in writing within ten (10) days of the change.
By submitting an application, you are representing: (1) that you have authority to bind the named Applicant to the terms and conditions set forth above, without amendment, and (2) that you agree to be bound by them.
By submitting an application, Applicant represents and warrants that its application is an original work of authorship, and does not violate any third party’s proprietary or intellectual property rights. If an application infringes upon the intellectual property right of another, Applicant will be disqualified at the sole discretion of TMP. If the content of an application is claimed to constitute infringement of any proprietary or intellectual proprietary rights of any third party, Applicant shall, at its sole expense, defend or settle against such claims. Applicant shall indemnify, defend, and hold harmless TMP from and against any suit, proceeding, claims, liability, loss, damage, costs or expense, which TMP may incur, suffer, or be required to pay arising out of such infringement or suspected infringement of any third party’s right.
